Supporting Community Solutions to the Opioid Crisis
Now Accepting Funding Applications
The Alliance for Substance Abuse Progress (ASAP), on behalf of the Bartholomew County Substance Abuse Advisory and Accountability Committee and the Substance Abuse Public Funding Board, administers Opioid Settlement Funds to support local organizations addressing substance use and recovery.

About the Opioid Settlement Funds
Indiana has been significantly impacted by the opioid epidemic, with prescription rates peaking in 2012 and lasting consequences for communities across the state. Through legal settlements with opioid manufacturers and distributors, more than $925 million has been secured for Indiana.
Bartholomew County is investing a portion of these funds in programs that directly support prevention, treatment, recovery, and system improvements for residents affected by substance use disorder.
Applications must go through a review process with the Alliance for Substance Abuse Progress(ASAP) and the Substance Abuse Advisory and Accountability Committee(SAAAC) prior to recommendation for distribution of funds. Opioid funding is limited, and some applications may not be approved. Only proposals directly related to addressing the opioid epidemic will be considered for funding.

Eligible applicants include:
501(c)(3) nonprofit organizations
Organizations with a 501(c)(3) fiscal agent
501(c)(19) organizations
County departments and municipalities
All applicants and projects must serve Bartholomew County and align with National Opioid Settlement guidelines.

Projects must align with Exhibit E of the National Opioid Settlement and may include:
Treatment (MAT, recovery housing, therapy)
Prevention (education, youth programs)
Harm Reduction (naloxone, overdose training)
Recovery Support (peer coaching, transportation)
System Improvements (data, diversion programs)

3️⃣ Include required documents (IRS letter, W-9, budget, and supporting materials)All applications must be received by March 31, 2026.

Applications are reviewed by ASAP and the Substance Abuse Advisory and Accountability Committee.
Funded projects will receive an award agreement and must submit quarterly and final reports.

These funds are an opportunity to create measurable, lasting change in Bartholomew County’s response to substance use and recovery.
